The results of this study indicate that critical thinking skills in civics learning in elementary schools are highly dependent on teacher delivery using learning models, this is very significant from 17 articles, 9 of which convey that critical thinking skills in Civics learning in elementary schools can be trained and conveyed well if teachers use the Problem Based Learning model. Through this learning model, students become more active in learning so they gain real experience in solving a problem at school or in their surrounding environment. Thus, the use of the Problem Based Learning model in the learning process helps students to train and improve their critical thinking skills.
