Abstract

Civic Education (PKn) has a strategic role in shaping character, national identity, and awareness of nation and state from an early age. This study aims to examine the concept of civic education at the elementary school level from a theoretical perspective. The discussion focuses on the philosophical, legal, and pedagogical foundations behind the implementation of Civics in elementary schools. Using literary studies as the main method, this study highlights the importance of integrating democratic values, human rights, social responsibility, and love of the homeland in the basic curriculum. The results of the study indicate that education in elementary schools is not just about conveying knowledge, but must be a process of forming the character of active, critical, and responsible citizens. This study recommends strengthening the contextual and participatory approach in Civics learning to increase its effectiveness in forming good citizens from an early age.
