Discipline, as an important character value, can be instilled through Pancasila and Citizenship Education (PPKn) in elementary schools. This study aims to determine the relationship between students' understanding of rights and obligations and their disciplined attitudes during learning activities. Using a qualitative descriptive approach, data collected through observation and interview to student and a third-grade teacher at a public elementary school. The results showed that students who understand their rights and obligations tend to be more disciplined in following rules and taking responsibility. Conversely, a lack of understanding leads to undisciplined behavior. This finding underscores the importance of delivering material on rights and obligations contextually to foster student discipline from an early age. Civics teachers are expected to develop engaging learning methods to effectively convey moral values.
