Abstract

Civics Education (PKn) plays a strategic role in internalizing Pancasila values in elementary school students as a foundation for national character building. However, reality shows a gap between students' cognitive understanding and their daily behavioral implementation caused by conventional learning methods and a lack of role models. This study aims to analyze the role of PKn, identify obstacles in the implementation of Pancasila values, and formulate strategic solutions to optimize it. The method used is a literature review by analyzing relevant literature from 2020 to 2024. The results show that PKn functions as a vehicle for values education that encompasses cognitive, affective, and psychomotor dimensions. The main obstacles found include the dominance of teacher -centered learning , weak value integration, and a lack of synergy between schools and families. Strategic solutions offered include the implementation of innovative learning models (PjBL and CTL), strengthening a values-based school culture, increasing teacher role models, and utilizing digital technology. In conclusion, the implementation of Pancasila values requires a holistic approach that integrates pedagogical innovation with the support of a supportive educational environment.
