Abstract

This study aims to analyze the integration of character education into Citizenship Education (PKn) learning in elementary schools through a literature study approach. Character education is considered an important element in shaping students who are not only cognitively intelligent, but also have good moral, social, and citizenship attitudes. The research method used was qualitative with a literature study, where data was obtained from journals, books, and the latest education policy documents (2020–2023). Data analysis was conducted using content analysis techniques to identify patterns, strategies, and supporting factors for the integration of character education in Civics learning. The results of the study indicate that Civics learning in elementary schools is still dominated by a cognitive approach, while the internalization of character values is not optimal. Value-based learning strategies , active methods such as discussions, simulations, and role plays , and the role of teachers as role models are key factors in the success of character education integration. In addition, an integrated curriculum, holistic evaluation, a conducive school environment, and family and community support play a significant role in ensuring that character education is effective. This study concludes that the integration of character education in civics learning requires a comprehensive, holistic, and sustainable approach to form a generation of students who are knowledgeable, have noble morals, and are responsible as citizens.
