This study aims to analyze the implementation of character education in Civics (PKn) learning in elementary schools and identify relevant problems and solutions. Character education is a crucial aspect of the education system because it plays a role in shaping students who not only excel academically but also possess strong moral and ethical values, especially amidst the challenges of globalization and social change. This study used a qualitative approach with a literature review method. Data were obtained from various relevant scientific journals published in 2020 and later through databases such as Google Scholar and SINTA. Data analysis was conducted using content analysis techniques through the stages of data reduction, data presentation, and drawing conclusions. The results show that the implementation of character education in Civics learning is carried out through three main stages: planning, implementation, and evaluation. The character values developed include honesty, discipline, responsibility, cooperation, and tolerance. However, its implementation still faces obstacles such as limited teacher competence, the use of less innovative learning methods, and a lack of support from the school environment and family. To address these issues, strategies are needed, including developing innovative and contextual learning methods, improving teacher competency through ongoing training, strengthening school culture, and enhancing collaboration between schools, families, and the community. Thus, civics education is expected to play an optimal role in shaping the character of students with noble morals and responsible citizens.
