However, the values of rights and obligations are often overlooked in an increasingly complex society, influenced by external factors such as social media and popular culture. This research uses a literature review method to explore the role of teachers in instilling the values of rights and obligations in students, overcoming the challenges they face, as well as strategies for transferring these values to students with diverse backgrounds. The results show that teachers play an important role as behavior models, learning facilitators, moral guides, and creativity developers. Effective strategies include integrated character education, being critical of social media, forming partnerships with parents, and using technology wisely. In collaboration between teachers, parents, and the school environment, parent-teacher meetings, family education programs, and the formation of a positive school culture are the keys to instilling the values of rights and obligations. In relation to educational learning, to form good character is through teaching guidance activities and providing character knowledge to each individual. The results of this study are that the character education learning process is a series of learning activities that take place both in the classroom and outside the classroom which seeks to make students not only master the material but also make students know, realize/care about and internalize values and turn them into behavior. This type of research uses a qualitative descriptive approach. Literature study is an effort to explore and collect information or data by reviewing various reference books, journals that are relevant to the theme or issue that is the object of the writing discussion. The data collection technique used by journal writers is by searching and reviewing index reference books for journals related to the title of this research. In this study, a literature review method is used to collect and analyze previous research results. process teach teacher become cast main in create situationeducational interactive, namely interaction between teacher and students , students with student and with source learning in support achieved objective study. The research findings indicate that the use of interactive activity-based learning models can improve the learning achievement of sixth-grade students in the Civics subject. The method I use is the literature method riview. This method is a systematic way to collect, rotate and synthesize existing works of research and practitioner thought. This method allows students to be more active in learning, especially through question-and-answer sessions, discussions, and creative dialogues. Through these extracurricular activities, students can develop their cognitive, affective and psychomotor skills. Scouts also aim to shape students' character, leadership and sense of nationalism. Scouts also play an important role in the physical, mental, social and spiritual development of students. The author uses a library study research method by collecting data from various written sources. From various reference sources, the results obtained show that there is a connection or influence of Scouting extracurricular activities on the formation of student character. In this case, through various activities and things that students learn and the experiences they gain, they shape students' character naturally. Character education through scout extracurriculars requires good activity management so that student character formation can run effectively. In the modern era, scouts have an important role in developing students' patriotism, nationalism and talents. The main goal of scouts is to educate and develop teenagers to become good and useful young people. The aim of this research is to look at the character education of the younger generation after the implementation of character education in citizenship education and to be able to instill good character for the life of society in the future. The current situation of the young generation in Indonesia is very worrying. Various incidents involving the younger generation are increasing, showing that there is moral damage currently carried out, shows that the younger generation no longer has good character. By because that education character very required. Wrong one way to make it happen this matter for future generations is through education citizenship.
