This article examines the implementation of thematic-based civic education learning in elementary schools. The purpose of this study was to analyze the literature study research method using 10 related journals. This research focuses on efforts to integrate the learning of Citizenship Education (PKn) with thematic approaches in elementary schools. Citizenship is used as a forum for realizing the goals of National Education. According to Law Number 20 (2003) concerning the National Education system article 3 which states that "National education functions to develop and shape dignified national character and civilization in the framework of educating the nation's life". Based on this, education is actually a form of character that will continue to be obtained by students. This study uses the literature study research method which involves theoretical analysis of related journals that are published within a certain period of time, and research activities are carried out by collecting information and data in libraries or sources from the internet related to the problem to be solved. In addition, this study also identified supporting factors and obstacles in the implementation of thematic-based Civics learning. These findings provide valuable insights for the development of Civics curriculum and learning strategies in elementary schools. In his analysis it was concluded that this implementation made the cultivation of character values very suitable to be applied in the learning process of Citizenship Education in Elementary Schools. This can be seen in the results of the discussion of planting character values and implementing them in learning Citizenship Education (Civics). This article makes an important contribution in enriching the civics education literature and provides practical guidelines for teachers and policy makers in designing and implementing effective thematic-based Civics learning in elementary schools.
