This study aims to describe Pancasila Education through the Inside Outside Circle learning model. The context is to shape the character of students. This research uses a descriptive qualitative research method which is research with the results of the data in the form of a description of the problems discussed by providing some descriptions that occur in everyday life (miranti et al., 2021). Research using qualitative methods is a research method by conducting searches, so that writers can also understand and practice exploring what they read and then write in a scientific work. Qualitative research is a concept on the problem to be faced. Research activities are carried out so that researchers can produce and also obtain analytical theory (qualitative, 2013). Data collection techniques used in this study were direct observation and interviews with informants. Data analysis techniques are carried out by interpreting through critical reading on the data found through the learning process. The results of the study found that first, Pancasila and Citizenship Education is one of the subjects that contains the principles and values of the nation's character that can be learned and applied in life. Second, the role of the Pancasila and Citizenship subjects is the leading sector of character education, it is clear that it must integrate character values in its teaching and learning activities because this has been clearly described in the learning objectives of Pancasila and Citizenship Education as completed (Darmadi, 2010)
