Abstract

The position of humans as social beings causes human rights issues to become very complex. There are several conflicts between individuals and between groups of people (Soeliongan, 2020). Considering the previous explanation, in order to support the government's readiness in dealing with bioterrorism in the era of globalization, especially readiness in protecting human rights such as civil liberties which are the state's obligation and are the constitutional rights of every citizen, this research will discuss the urgency of regulating bioterrorism in Indonesia. from a human rights perspective. This study uses a writing research strategy which is the development of system-related exercises for collecting library data, reading and taking notes, and handling materials related to this exam (Asri, 2018) The Indonesian government has started implementing legal reforms. together with the existence of laws governing the protection of human rights, which are contained in the Human Rights Act No. 39 of 1999. Concerning human rights, the Law on Human Rights Courts no. 26 of 2000 Indonesia will better protect its citizens from their human rights. In this regard, the government must integrate the standards of existing international human rights instruments and the Human Rights Principles in accordance with national legislation, the ideology of the nation and the human condition, nature and traditions related to the nation. Human Rights are rights related to the nature and existence of human beings created by God Almighty

and are His gifts that are respected.
