This research was conducted to discuss learning Citizenship Education is an institution that educates students through teacher supervision. With the presence of Citizenship Education in Elementary Schools, it is hoped that it will be able to shape the character of students and be able to help students understand and be able to carry out their rights and obligations to become good, intelligent, skilled, and responsible citizens. With the formation of character, students are expected to be able to overcome the problems they face. However, there are still many problems in learning Civics in Elementary Schools that must be addressed immediately. The role of the teacher to equip and develop attitudes and moral values in students in elementary schools is certainly very necessary. However, the development of attitude and moral values in students is impossible to achieve if students do not understand the concepts concept of values and morals itself. The concept of attitude and moral values has actually been included in the scope of Civics subjects focusing on the formation of citizens who understand and carry out their rights and obligations to become Indonesian citizens who are skilled, intelligent and have character according to the mandate of the Pancasila and the 1945 Constitution. The essence of Citizenship Education in elementary schools is as an educational program based on Pancasila values to develop and preserve noble and moral values that are rooted in national culture which are expected to become an identity that is manifested in the form of behavior in everyday life.
