Abstract

Pancasila and Citizenship Education in Indonesia aims to prepare good citizens, namely citizens who love the motherland, have a spirit of patriotism, and also have a sense of kinship which is manifested by discipline, honesty, and tolerance. Pancasila and Citizenship Education must be given to all citizens, including children with special needs at all levels of education from elementary, secondary, to tertiary education. Patriotism is related to national character so Pancasila and Citizenship Education must instill national character in children with special needs in inclusive schools. Inclusive schools are schools that aim to ensure that children with special needs receive educational services according to their needs. Thus, the national character must be adapted to the specificities of each child with special needs. The writing method used in the preparation of this paper is library research. The National Character Building Master Design developed by the Ministry of National Education emphasized that the Indonesian nation planned and programmed wanted to strengthen the character of the Indonesian nation. This is motivated by the cultural diversity that is owned by the Indonesian nation. However, nowadays modern and global culture has entered into the soul of the Indonesian nation. his character learning can be done both in class, in non-formal and educational units, or outside the education unit. Thus, character learning in class can be carried out through the learning process of Pancasila and Citizenship Education.
